Council refers water fine hike, finance pick to panels

Weymouth Town Council sends finance pick, water fine hike and spa rules to committee, no final votes taken. The council voted 10-0 Tuesday to refer Michael Rowland's appointment as director of municipal finance, a water-use ordinance amendment raising fines to $300 for repeat violations, and a $90,700 Community Preservation Act grant for a Church of the Holy Nativity roof replacement, all to the Budget Management or Ordinance committees. A councilor identified as Sherlock said constituents raised concerns about a body-work licensing ordinance's "scope and fee structure" affecting independent massage contractors, prompting an amended referral to the Ordinance Committee that also added a disputed change in business hours from 8 a.m. to 9 a.m.

The council also cleared a backlog of minutes from eight meetings dating to April, each passing 10-0. The council's next meeting is September 21.
