Finance Commission · Meeting of October 27, 2026
NORWOOD — The Norwood Finance Commission voted to recommend a $150,000 school facilities condition study for town meeting while rejecting a $15,000 air conditioning design item. The commission also approved, 5-0, a $708,587 transfer of surplus health insurance and pension funds into the town's pension reserve, which Director of Finance and Town Accountant Jeffrey O'Neill said will help offset a scheduled jump in annual pension contributions from 4 percent to 8 percent around 2030. Debate over the facilities study turned on whether to fund a narrower school-only assessment now or wait for a broader townwide building study; one member warned "I don't want this getting pushed off like things do," while a school representative said the study is "strictly an assessment of the conditions themselves" and not a step toward a new school project.
The commission also approved, 5-0, the remainder of a 15-project capital plan, including $2.5 million for Oldham roof repairs and $4.5 million for the water improvement program, plus a $20,955 unpaid Water and Sewer Enterprise Fund bill.
