Board of Health · Meeting of October 29, 2026

STOUGHTON — The Stoughton Board of Health voted 3-1 to table a nicotine-free generation tobacco sales ban for about a year rather than adopt or reject it, with one member's vote not recorded because of technical problems. The vote came after a motion to deny the regulation outright failed for lack of a second. Chair Andrew Tibbs told the board the proposal would bar tobacco, vaping and nicotine pouch sales to anyone born on or after January 1, 2005, a cutoff that would expand each year.

He cited Stoughton's tobacco retailer density as 18 percent above the state average and noted no sales or economic data was submitted to the record by either side. One member said they were "not comfortable supporting the incremental and indefinite cohort-based prohibition." The board also learned that Massachusetts has scheduled kratom as a controlled substance, requiring retailers to pull it from shelves absent a special permit, and will send a notification letter to local retailers.
