Needham Board of Health reorganizes, hears Stop Act grant results, flags preemption bills

NEEDHAM — April 17, 2026 — Needham Board of Health reorganizes and flags state bills threatening local age-limit authority. The board unanimously elected Robert Partridge as chair and Artie as vice chair at its April 17 meeting, with Steven Epstein taking the secretary-clerk role. Karen Shannon and Monica De Winter presented results from the completed four-year Stop Act federal grant — $200,000 from SAMHSA — showing Needham's alcohol compliance check pass rate rose from 77 percent before the grant to 86 percent during it, across 336 checks conducted at the town's 29 licensed establishments since 2018; Epstein challenged the statistical robustness of the finding given small sample sizes and visible data variability. Epstein also alerted the board to House 5271 and Senate 2999, bills he said are backed by tobacco, cannabis, and alcohol industry interests and would preempt Chapter 111 authority by barring municipalities from setting local age limits above state floors on alcohol, cannabis, tobacco, and gambling — a measure that would effectively nullify the nicotine-free generation bylaws adopted by 22 Massachusetts communities; the House bill was reported favorably out of committee on March 25.
