Needham Rate Committee Defers FY27 Water and Sewer Decision to May

NEEDHAM — March 31, 2026 — Needham's Water and Sewer Rate Structure Committee warned of mounting fiscal pressure as billable sewer consumption hit a record low in fiscal year 2025. The committee, chaired by Harold Berger, heard from financial staff that FY25 billable sewer volume fell to 81.854 million cubic feet — the lowest ever recorded — while primary water consumption also hit an all-time low at 90.2 million cubic feet, squeezing revenues even as projected sewer operating costs climb from $11.5 million in FY27 to $13.5 million by FY29. Rate scenarios modeled for sewer range from a 3.6 percent increase on the average annual bill under a hybrid step-rate approach to 4.8 percent under a flat 5 percent increase, with Water and Sewer Superintendent Mike Gretzky reporting that Water Well 1A has been offline for six weeks after a third pump failure, costing an estimated $80,000 to replace and forcing heavier MWRA water purchases. Staff also disclosed that a class action lawsuit against MassDEP over outdoor watering restrictions ultimately failed at the Supreme Court level, leaving the town to consider legislative lobbying while navigating a current level-two drought designation. Final rate recommendations were rescheduled from April 16 to May 5.
