Conservation Commission Approves Toll Brothers East Street Development With Spring Brook Conditions

WALPOLE — March 11, 2026 — Walpole Conservation Commission unanimously approved a 67-unit residential development on East Street, contingent on a mitigation agreement requiring the town to install a water quality unit near Spring Brook. The commission voted 4-0 Wednesday to close the hearing and issue an order of conditions and land disturbance permit for the Toll Brothers project at 919 East Street, the third hearing on a proposal first opened in November 2025. Under an executed mitigation agreement, Toll Brothers will fund the design and installation of a water quality inlet at the intersection of East Street and the Walpole public parking area; the town's Department of Public Works will perform the actual work. Conservation Agent Landis, noting confirmation from the DPW director, said "I have full confidence that will get done, and that'll be a real benefit to the river." The commission also approved a notice of intent, contingent on a pending state DEP file number, for a new single-family home, pool, and garage at 111 Bullard Street, with conditions requiring a driveway stormwater capture device and engineer observation of subsurface drainage installation. Two other pending hearings — the Allen Dam rehabilitation and a 15-unit Pinnacle Drive development by Wall Street Development Corporation — were continued to March 25.
