Facilities Master Plan Steering Committee · Meeting of August 24, 2026

Dedham's Facilities Master Plan Steering Committee reviewed benchmarking data on libraries, pools and other town buildings and heard that the town has limited room to finance new construction. Finance official Brady Winsten said Dedham has about $2 million in remaining debt capacity under town policy but faces a projected $2 million annual operating deficit, meaning a major building project would likely require a Proposition 2½ override, a debt exclusion, or both. He said a hypothetical $100 million project would cost the average-value Dedham home, assessed at $810,871, an additional $645 in the first year of a 30-year bond.

Dr. Ian Kelly told the committee that shrinking the number of school buildings is "the only way" to meaningfully cut per-pupil costs, estimating that raising average class size from 18 to 20 students could save between $750,000 and $4 million annually depending on the configuration chosen. Members including Co-Chair Dimitria Sullivan also pushed back on some peer-town comparisons used in the benchmarking data, questioning why towns like Agawam and Danvers were included. No formal votes were taken on substantive matters.
