Dover Planning Board Continues ADU Application Over Flawed Survey Plan
DOVER — February 23, 2026 — Dover Planning Board continues ADU application after finding surveyor's limiting notation on site plan. The board voted 3-0 at its February 23 remote meeting to continue a preliminary site plan review for a detached accessory dwelling unit at 18 Meadowbrook Road to March 23, after Town Planner Melissa Reitz flagged that the applicant's survey plan carried a disclaimer stating it was prepared for septic connection design purposes only and could not be used for precise property line determinations — a critical issue given the structure's 15-foot rear setback, the minimum allowed under zoning. Vice Chair Jody Shu presided in the absence of Chair Carol Libson; member Val Lynn moved to continue, directing applicant Iva Hayes to request that her surveyor, Grady Engineers and Surveyors, remove notes one and two from the plan. The board also previewed three warrant articles headed to the 2026 annual town meeting, including a master plan update, a site plan review overhaul, and attorney general-mandated amendments to the town's accessory dwelling unit bylaw replacing "single family" with "primary" and adding a state definition of floor area.
