Zoning Board · Meeting of October 29, 2026

FRANKLIN — The Franklin Zoning Board of Appeals unanimously approved a special permit for a veterinary surgical clinic at 470-490 King Street and granted a 12-month extension of a Chapter 40B comprehensive permit for a 64-unit affordable housing project at 237 Pleasant Street. Attorney Sarah Radigan, representing applicant Keisha Davis of Core Veterinary Surgical Clinic, fielded detailed questions about a rear exit door that opens near a Dunkin' Donuts drive-through lane; the board attached a special condition requiring the applicant, landlord and zoning enforcement officer to agree on pedestrian-safety measures such as a crosswalk, relocated door or flashing light. Robert Smith of The Community Builders said the Pleasant Street project, developed with St. John's Episcopal Church of Franklin, needs more time to secure state housing funding, pushing the permit expiration to April 21, 2028.

The board also revised its 2027 hearing calendar, adding meetings on December 2 and 16, 2027, after Chair Ginelle Lang objected to stretches with only one hearing per month, saying it could force "someone trying to get a project done" to wait six weeks or more.
