Needham CPC Preps Pitches for $804,000 Seabeds Roof, Open Space Acquisition at Town Meeting
NEEDHAM — April 16, 2026 — Needham's Community Preservation Committee finalized Town Meeting presentations for two contested articles at its April 16 meeting. The larger of the two, Article 22, requests $804,000 for a full roof replacement at the Needham Housing Authority's Seabeds affordable housing complex — a scope change driven by the solar installer's requirement for a new roof before placing panels. The committee discussed a power purchase agreement locking in electricity at 24 cents per kilowatt-hour against a standard rate of 35 cents, and noted that the full project leverages roughly $15 million in third-party funding against $4.2 million in municipal CPA contributions, a 74 percent leverage ratio. The Finance Committee voted not to recommend the article, with one member arguing the $804,000 should be preserved for a future Cook project. Article 23, a 10-acre open space acquisition also lacking Finance Committee support, was revised to correct dollar figures — the warrant reflects approximately $1,277,546 in CPA funds plus $162,000 from a second source — after a last-minute change from the committee's original vote. Both articles go before Town Meeting on May 4; a warrant information meeting hosted by the League of Women Voters is set for April 27 at 7 p.m.
