Needham Planning Board Continues Chabad Hearing, Takes First Steps on Large-House Zoning
NEEDHAM — March 17, 2026 — Needham Planning Board opens hearing on proposed Chabad center while debating fiscal impact of large-house zoning overhaul. The board voted unanimously to continue the public hearing on a proposed 19,276-square-foot Chabad facility and 7,571-square-foot rabbi's residence at 1195 Central Avenue to April 28, with attorney Kevin Freitag, representing abutters the Bradley family at 1177 Central Avenue, flagging unresolved stormwater questions and concerns about a non-binding parking memorandum of understanding with Newman Elementary School that would supply up to 100 overflow spaces. In a separate session, committee member Paul McGovern presented a fiscal analysis — drawn from 115 Zillow sales of new SRB-district homes built between 2023 and 2025 — estimating that the committee's Option B FAR reduction would lower teardown lot values by roughly $40,000 (from a median of $1,025,000 to approximately $984,000) and reduce annual town tax revenue by between $90,000 and $220,000 across an estimated 65 annual teardowns. Board members tentatively agreed to retain the existing 35-foot height maximum, add a new 22-to-23-foot side-yard plate-height control, and adopt an average front-yard setback provision, while deferring the most contested element — floor area ratio — to future meetings ahead of an April 7 town-meeting warrant deadline.
