NORWOOD — March 25, 2026 — Norwood Conservation Commission sets July 31 deadline for overdue wetland work at 1 Technology Way. The commission accepted a status update Wednesday from attorney David Herne Jr. and wetland scientist Scott Goddard, representing property owner Technology and Realty Ventures Trust, acknowledging that Special Condition 33 of a March 2024 order of conditions — requiring substantial completion of wetland replication and stormwater work within 12 months — had not been met. Herne attributed the delay partly to the departure of tenant Factory Mutual Insurance and negotiations with a prospective major fashion retailer now seeking to redevelop the Route 1 property. Goddard committed to monthly written progress reports to the conservation agent and said the work, including the recording of a 53,000-square-foot conservation easement, would be done by July 31. The commission warned that missed progress reports or a missed deadline would trigger a new enforcement order carrying up to $300-per-day in financial penalties. Separately, the commission approved a $12,980 aquatic plant management contract with Water and Wetlands for Ellis Pond and Hoss Ponds and set a $10,000 threshold below which the conservation agent may approve expenditures without a full commission vote.
