Norwood Zoning Board approves 60% home expansion, debates hearing-rule rewrite for over an hour. The board voted 4-0 to grant applicant Chris Luciano a special permit for a second-story addition at 55 Byrd Road, adding two bedrooms, a bathroom and an office to a nonconforming 960-square-foot home without new setback encroachments. Members then reviewed draft rules and regulations two years in the making, debating deadlines for late-submitted materials, site-visit notice and public decorum at hearings; no vote was taken.
An attorney addressing the board, identified only as Dave, warned proposed rules could let the board delay hearings "a one-month... delay because somebody dropped something on us at the last minute." The board also flagged an unposted compliance bond at 921 University Avenue and approved Feb. 10 minutes 3-0 with one abstention.
