Zoning Board Approves Costco's Fuel Station Permits
Zoning Hearing Board · Meeting of April 14, 2026
Norwood's Zoning Board of Appeals unanimously approved special permits letting Costco build a 166,000-square-foot store and 16-pump gas station on the former Analog site at Route 1 and University Avenue. Costco engineer Suzanne King and fuel-operations executive Dwight Larson detailed triple-wall fiberglass tanks, an oil-water separator and a tank-pressure monitoring system costing up to $100,000 to install, saying "we strongly believe that if somebody is going to pay to shop with us, we need to give them lots of reasons." An abutting gas-station owner's attorney, Danielle Dufault, and engineer Leonard R. Bradley Jr. argued state rules bar new fuel tanks near the town's protected wellfields, but the board sided with Costco, adding a condition for quarterly groundwater monitoring.
Traffic and stormwater design still go before the Planning Board.
