School Committee Tightens Free Cash Spending Rules
School Board · Meeting of September 9, 2026
Norwood School Committee tightens free cash rules, backs $150,000 facilities study. Finance Commission Chairman Eric Fleming presented an updated policy raising the town's free cash minimum from $500,000 to $1 million; member Joan won an amendment requiring the School Committee, Finance Commission and Board of Selectmen to jointly approve emergency use, asking "Or do I still get to keep my leaf pickup?" The committee voted 5-0 to pursue a $150,000 capital article for a Norwood Public Schools facilities condition assessment after Superintendent Tim Luff defended his advocacy for the study, saying "I do take a great interest in our school buildings." Members also approved, 5-0, a two-week comment period on a new policy implementing the state's Protect Act, and unanimously backed an Eagle Scout's $2,100-to-$4,700 "Comfort Corral" enclosure for comfort dog Mustang Sally.
