The Zoning Board of Appeals unanimously denied an appeal challenging a building permit for a four-story project at 117 Beale Street.
Zoning Board · Meeting of September 22, 2026
QUINCY — The Zoning Board of Appeals unanimously denied an appeal challenging a building permit for a four-story project at 117 Beale Street. Attorney Kimberly Crowa, representing abutters she identified as the Palmieri family, argued the underlying 2022 variance and special permit approvals had expired before the permit issued this year. Attorney Edward Fleming, representing developer Goodwin-Barlington LLC, said COVID-19 extensions and a 2026 state zoning amendment tolled those deadlines, noting his client already paid $60,000 to the Department of Public Works to replace a water line on Arlington Street.
Chairman Marty Akins said of Fleming, "He's never lied to me, and I've been here 20-something years." The board also continued a contested 15-variance subdivision proposal at 95 Rockland Street and a Bellevue Road/Park Avenue lot-subdivision request to October 27, and approved a four-unit townhouse project at 45 Station Street.
