Conservation Commission approves Lamberts Lane guesthouse permit, advances bylaw changes

Cohasset Conservation Commission votes 4-0 three times, clearing a guesthouse permit and two Annual Town Meeting warrant articles. Meeting with a quorum of four Thursday, the commission approved a stormwater permit for a proposed one-bedroom guesthouse at 76 Lamberts Lane, conditioned on replacement of six trees to be removed, after wetland scientist John Zimmer of South River Environmental confirmed no hydric soils or wetland vegetation on the parcel. The board also accepted revised stormwater bylaw language that would allow Conservation Agent Charlotte Pechtl to approve single-family home projects outside wetland jurisdiction administratively, potentially reducing formal hearings for a quarter to a third of annual stormwater submissions.

A third 4-0 vote advanced a warrant article to change Town Code Section 30-59 from a fixed seven-member commission to a range of five to seven members, over Town Counsel's preference for a single number. The commission continued the contested 88 Doane Street driveway paving application to March 19, telling representative Dillon Brady of Grady Consulting that the mitigation planting plan must be designed with input from a wetland scientist, not a landscape architect alone.
