Doyle, Thomas Palmer, and Hans van Lingen approved the Milton Academy project — presented by Greg Hockmuth of Epsilon Associates — with a key condition requiring pre-construction soil testing before installation of a 56-chamber subsurface infiltration system; if soils fail to meet Class B permeability, the applicant must return with a redesign. The Blue Hill Parkway order carries a tree-replacement performance standard requiring the sum of removed tree diameters — calculated at roughly 339 inches — to be matched through replanting or a $700-per-tree-equivalent contribution to the town tree bank. The commission continued the 45 Riverside Avenue wetland violation to August 11, directing property owner Ho Nguyen to retain an environmental consultant and produce engineered plans, with Kiernan noting the case has been active since December 2025.

Kiernan also announced a July 28 special meeting at which the Parks Department will present plans to rehabilitate Flatley Field, including a possible artificial turf conversion that may conflict with a 1984 conservation restriction the commission holds on the site.
