Dover Board Delays Wolf Hill Intersection Vote, Pursues MassDOT Waiver

DOVER — May 13, 2026 — Dover Select Board holds off on endorsing a $1.1 million Wolf Hill intersection overhaul, seeking a MassDOT site visit first. The board — Chair Robin Hunter, Dave Haviland, and Cam Hudson — stopped short of formally endorsing the Center Street, Springdale Avenue, and Walpole Street signal upgrade, funded largely by a $1 million MassDOT Local Bottleneck Reduction Program grant with the town meeting-approved balance bringing the total to between $1.1 and $1.15 million. Consultant Kevin Dandrade of TEC Incorporated said the project would cut morning commute delays by 27 percent and southbound evening delays by 60 percent, but Haviland argued the plan "is an incredible waste of money" if Walpole Street is not widened. Hunter said she has arranged a MassDOT introduction through state Rep. Josh Tarsky to seek a waiver for minor sidewalk removal. In separate unanimous votes, the board awarded a $311,387 three-year road microsurfacing contract to Seal Coating, Inc. of Braintree, declared Dover a Purple Heart Town, approved Dover police participation in FIFA World Cup details at Gillette Stadium, accepted a $2,125 speed-sign grant, and declared a Level 1 mild drought restricting outdoor watering to one day per week.
