DOVER — January 14, 2026 — Dover's Finance Committee confronted a $5.9 million capital request for fiscal year 2027 while debating a major overhaul of its annual warrant committee report. Town official Robin told the committee that the operating budget is manageable on a first pass but that capital needs — including a $1.8 million fuel island replacement, roughly $500,000 in culvert work, and school air handler replacements — represent the central budget challenge, with another $3.5 million in capital requests anticipated the following year. Health care costs are currently budgeted at a 15 percent increase, though a preliminary figure closer to 12 percent has emerged. The committee also elected Gavin as vice chair, 7-0 with one abstention, and debated a nine-metric graphical framework proposed by Gavin for the warrant report, with the chair emphasizing that Dover's fiscal stress reflects a statewide municipal finance crisis driven by inflation outpacing Proposition 2 and a half levy limits.
