Dover Finance Committee Unanimously Approves FY26 Year-End Budget Transfers

Dover Finance Committee closes FY26 books with unanimous approval of year-end transfer package. The committee voted 7-0 at its July 8 remote meeting to approve a slate of departmental budget transfers, with Finance Director Chris telling members the town's general fund surplus stood at just over $3 million at the time of the transfers despite line-item deficits in areas including snow and ice removal, legal costs driven by MBTA Communities Act compliance work, community center electricity, and ambulance staffing. The largest single surplus pool tapped across multiple transfers was the health insurance premiums line, which the Finance Director acknowledged is budgeted "very, very conservatively" because the town does not receive final rates from its carrier, West Suburban, until late March.
The committee also heard that the town last week acquired ClearGov, a budget transparency platform used by roughly 40 Massachusetts municipalities including Natick, which the Finance Director said will produce a public-facing digital budget book and introduce financial forecasting capabilities to Dover for the first time ahead of the FY27 budget cycle.
