Dover Warrant Committee Approves $62,500 Conservation Transfer, Names Returning Member

DOVER — June 4, 2026 — Dover's Finance Committee unanimously approved a $62,500 reserve fund transfer for the Conservation Commission and appointed a returning member after a town meeting in which voters rejected two capital projects and a Planning Board bylaw change. The six-member Warrant Committee voted 6-0 on both the transfer — which covers a recurring shortfall in conservation agent services now built into next year's budget — and the appointment of Steve Mungowski, a corporate lawyer and former six-year committee member who stepped off in 2024. The fuel island replacement project failed by just 14 votes, and the committee said opponents successfully reframed the question on social media in the days before the meeting. "We've got to find ways to keep the public educated on the facts and not emotions," said one participant in the postmortem discussion.
