Dover Zoning Board Adopts First Written Rules

Dover Zoning Board of Appeals adopts its first written procedural regulations, continues a Pine Street garage case. Chair George Chimento led the board through a rewrite drafted with outside counsel Christine Gagalis, adding a certified-plot-plan requirement, a 48-hour public-comment cutoff, and codified Massachusetts General Law appeal deadlines. Members Laverne Lovell, Nadir Ahmed and Mike Donovan joined Chimento in five unanimous 4-0 roll-call votes, including authorizing Chimento to finalize the rules with Town Manager Mike Blanchard.
Separately, the board heard from applicants Todd and Dory Barclay on a special permit to add a second story to their nonconforming garage at 45 Pine Street, where the structure sits roughly 9.3 feet from a side-yard boundary against a 30-foot requirement. Engineer-member Donovan said submitted plot plans were "a blurred, squiggly blur." The board scheduled a July 20 site visit and continued the hearing to August 20.
