Foxborough Conservation Commission Reorganizes, Approves Deck and Rail Vegetation Applications

FOXBOROUGH — May 18, 2026 — Foxborough's Conservation Commission reorganized its leadership and acted on multiple property applications at its May 18 meeting. Bob was re-elected chair, Jim Marsh as vice chair, and Rebecca Kelly as clerk, all by unanimous voice vote, with new member Kathleen joining the board. The commission issued a unanimous negative determination for a deck replacement at 166 Central Street filed by Mark Rivard, requiring hand-digging of footings and a silt sock along Robinson Brook, and issued a unanimous positive 2A determination confirming Amtrak's wetland resource area boundaries for a vegetation management plan renewal, with representative Tom Lewis noting a second similar filing for the Framingham-to-Walpole line is forthcoming. A notice of intent for a deck replacement at 10 Grover Lane, complicated by a newly confirmed certifiable vernal pool, was continued to June 8 pending a DEP file number. Outside consultant Ken Wagner reported that a 2025 lake-wide floridone treatment at Neponset Reservoir has held, with only limited fanwart and variable milfoil found in this year's inspection and no chemical treatment recommended for 2026.
