Millis Select Board Approves FY27 Rate Hikes for Water, Sewer, and Stormwater

Millis Select Board unanimously set fiscal year 2027 utility rates Monday, approving a 5 percent water rate increase, 3 percent sewer increase, and 2 percent stormwater increase while deferring a contentious capital assessment fee restructuring to a special Zoom meeting at noon on August 3. Timmons Group consultants Hassan Doza and Josh Bouchard presented a proposal to eliminate the existing flat per-account fee — roughly $78 — and redistribute roughly $900,000 in revenue across volumetric and meter charges, which would cut low-water users' bills by 23 percent but raise commercial customers' charges by 47 percent. Select Board member Mike Gaczynski, identifying himself as the town's largest commercial landlord, warned the increase "is going to be felt" by his roughly 30 to 40 small-business tenants.

The board also granted a land disturbance and stormwater management permit for the middle-high school addition and renovation project, authorized up to $917,633 in water meter equipment purchases from Tie Sales of Sudbury, and ratified the appointments of Joseph Sullivan as lieutenant paramedic and John Schindler as firefighter EMT in the Millis Fire Department.
