Milton Board of Health Ratifies Craig Street Condemnation, Condemns Highland Street Buildings

MILTON — June 1, 2026 — Milton Board of Health ratified an emergency condemnation at 4 Craig Street and voted to condemn a second derelict property at 107-111 Highland Street at its June 1 meeting. Health Director Caroline Kinsella described a months-long enforcement history at 4 Craig Street, where staff found loose electrical wiring, sewage leakage, dead rodents, nonfunctional smoke detectors, and five or six numbered rooms suggesting an illegal rooming house in a single-family-zoned property. Town Counsel Alex Whiteside of KP Law told the two-member board — Chair Laura Richards and Member Deborah Milbauer, sitting without the absent Mary Stenson — that "there are still pretty significant concerns here" and that at least one tenant was refusing to vacate despite the May 19 order. The board also condemned the long-vacant structures at 107-111 Highland Street, owned by Aveda at Milton LLC, to allow asbestos removal required by the state Department of Environmental Protection under 310 CMR 7.15. In other action, the board approved a body art establishment and practitioner permit for Normala Remnarian's microblading business Mallory PMU at 464 Granite Ave, and voted unanimously to raise the town's septic plan review fee from $400 to $1,200 effective July 1, redirecting an existing $8,000 professional-services line to a new maternal and child health nurse position.
