Milton School Finance Panel Advances Two Special Education Reserve Fund Policies

Milton's School Committee finance subcommittee moved two special education reserve fund policies toward a first reading at the full board, while learning the district could receive approximately $259,000 in additional Circuit Breaker reimbursement for fiscal year 2026. The subcommittee, composed of members identified as Mark, Nathan, and Amanda, with Finance Director Katie, agreed to replace a proposed fixed $750,000 funding ceiling in the Special Education Stabilization Fund policy with the Massachusetts General Law cap of 2 percent of net school spending — roughly $1.5 million for Milton. A companion Circuit Breaker Reserve Fund policy was reviewed collectively and accepted with minor edits.

The Warrant Committee has recommended a $500,000 town meeting appropriation into the stabilization fund, with a vote expected around May 6; Katie noted that regular town meeting appropriations carry a July 1 effective date, giving both the School Committee and Select Board time to adopt the joint policy before funds become available. A $32 million state supplemental budget, if enacted, would raise transportation reimbursement from 61 percent to 75 percent and deliver the projected $259,000 to Milton in July.
