Planning board shelves 150 York Street rezoning

Planning Board · Meeting of September 24, 2026

Stoughton Planning Board votes unanimously not to send a contested 150 York Street rezoning to fall Town Meeting. Berkeley Investment's Esther Byun told the board the company spent six weeks responding to resident criticism of its plan for up to 400 apartments and townhomes on the former 30-acre Sinai hospital site, including a fiscal-impact study and traffic analysis still underway. Resident Juan Fox argued sewer-flow comparisons to the old hospital "doesn't equate," while others, including Justine Penny and Marina Ryan, pushed for 55-and-older condos instead of apartments and an independent water-resource review for nearby Meadowbrook Lane.

Counsel Peter Tam asked the board to defer action until the studies are complete, saying Berkeley intends to "leave this site better than it was in almost all respects." The board also approved continuances on four other pending cases and recommended street-layout plans for a Canton Street signalization project.
