Select Board · Meeting of September 29, 2026

Quincy councilors pressed city officials for independent audits of two restricted funds after records showed misuse and a budget deficit. The Finance and Oversight Committees found the Public Works Enhancement Fund, which has collected $5,363,695.78 since 2006, paid $120,199.97 in salary for a project manager even while its oversight sub-account ran roughly $181,000 in the red; Councilor William McKee said about one in five expenditures appeared unrelated to streets or sidewalks. Councilor Virginia Ryan said the city still lacks a true audit of its Granite Links golf course lease with Corey Hills Associates "after 18 years," despite repeated requests dating to a 2009 resolve.

Chief of Staff Chris Walker called the two funds "interchangeable" and defended $5 million in cemetery gate spending and other American Rescue Plan Act purchases. Councilors also reviewed the Tom Clasby theft case, with City Solicitor Timmons saying the city acted the night it learned of the fraud, and Chair Deborah Riley announcing she will direct $136,000 in restitution to the Council on Aging.
