Select Board closes warrant, caps budget growth at 2.5%
Select Board · Meeting of September 29, 2026
Stoughton Select Board closes warrant for a November 16 special town meeting and sets a 2.5 percent fiscal 2028 budget cap. Assistant Town Manager Mark Tisdale, serving as interim town manager, said an unusual 26.2 pay-period calendar year adds roughly $260,000 in costs, while Norfolk County retirement assessments rise 2.5 percent and regional school costs rise 2.75 percent. Member Stephen M.
Cavey flagged a charter gap that leaves no written path for the School Committee's budget to reach the Finance Committee, calling it "literally no mechanism." The board voted 4-0 to endorse the directive with added stipend restrictions proposed by Scott Carrara. Separately, two residents used citizens' comments to demand the board end its contract with the Ed Davis Group over the firm's alleged ties to the town manager, with Peggy Dina Talley saying "silence or evasive answers by individuals on this five-member board is not a good look." The 13-article warrant includes a $369,000 charter school assessment increase and a one-year deferral of Eagle Rock Road paving.
