Woburn Advances Wetlands Code Rewrite, Reviews $58 Million in Reserves
WRENTHAM — April 27, 2026 — Woburn City Council committees review municipal debt and advance a wetlands ordinance overhaul. The Finance Committee heard from City Auditor Charlie, who presented a 14-page debt book showing principal and interest obligations through fiscal year 2029 and disclosed that the city holds roughly $38 million in free cash earning only bank-rate returns alongside approximately $20 million in three stabilization accounts targeting 6 to 7 percent market yields. Councilor Pappalato pressed for periodic reporting on investment returns, and the auditor confirmed that additional free cash could legally be shifted to stabilization with council approval, subject to a prior administration policy requiring free cash reserves at roughly 20 percent of the total budget. Separately, the Committee on Ordinance, Charter, and Rules voted unanimously to advance a remove-and-replace rewrite of Municipal Code Title VII, the city's wetlands protection ordinance, with Conservation Director Teresa Murphy explaining the update converts routine determination-of-applicability filings from formal public hearings to public meetings — a procedural change she said would make Woburn consistent with every other municipality in the state and reduce costs for small-project applicants.
