Dover Finance Committee Unanimously Backs Site Plan Review Overhaul Before Town Meeting

DOVER — April 18, 2026 — Dover Finance Committee votes 8-0 to recommend a sweeping site plan review overhaul heading into the May 4 annual town meeting. The committee, chaired by a member identified only by first name in the meeting, unanimously backed Planning Board Articles 18 and 19, which would exempt pools, sheds, and garages under 1,015 square feet — the footprint of a standard three-car garage — from Planning Board review in residential zones, a change town planner Melissa Santucci-Rosi estimates could cut partial site plan reviews by 50 to 75 percent. A Planning Board representative told the panel the revisions are a direct response to last year's failed citizen Article 28 and represent "step one" of a multi-year zoning modernization effort. The committee also flagged that voter opposition to a $35,000-$50,000 pickleball court component could jeopardize the full $500,000 parking lot repaving article, which is proposed to be bundled for debt purposes with a $1.7 million fuel island replacement and a $764,000 roof repair under a debt-exclusion vote requiring more than a simple majority.
