Finance Committee Elects Lavorgna New Chair

Franklin Finance Committee elects Ryan Lavorgna chair, ending George Conley's multiyear run. Jennifer D'Angelo was elected vice chair on a 6-1 second-round roll call after an initial vote for Tom Sullivan failed 3-4; Sullivan was then elected clerk. New Deputy Town Administrator Michelle Monsegur, eight days into the job, told members "it's not like I'm not going to be involved in financial matters" as she takes on more night meetings.
Town Administrator Jamie walked through a five-year forecast showing a roughly $1 million deficit heading into fiscal 2028 and warned against counting on Grove Street solar tax revenue before assessors certify it, saying "in Franklin, it's dead" on development sentiment. The town is still absorbing roughly $925,000 in health insurance run-out costs from its former Strategic Health Group coverage, with about $300,000 remaining. No votes were taken on the budget forecast or on draft fiscal policies, which return for a vote Oct. 21.
