FinCom backs water, sewer budgets, senior tax relief

Needham Finance Committee presses pause case on $325.4 million Pollard project, stalls zoning changes. Resident Holly Clark warned the Pollard debt is "bigger than if we put all the overrides together," while town meeting member Megan Small countered that rejecting the project would forfeit an $80 million MSBA grant. Member John Connolly blocked a recommendation on two zoning bylaw articles limiting attic space and flat-roof height, saying the committee "can't vote in favor of this" without a financial-impact analysis.
Finance staffer Dave Davison estimated new Pollard facility operating costs at $3,257,000 annually, $1.6 million above current spending, absorbable without an override. The committee separately approved, by unanimous roll call, fiscal 2027 water and sewer enterprise budgets, a $279,263 cable-access appropriation, and raised the senior property tax deferral income limit from $51,000 to $75,000.
