Milton School Committee advances two special education reserve fund policies to final vote

Milton School Committee hears sweeping data-instruction review and advances two special education reserve policies. The board also took a first reading of two draft reserve fund policies: a Special Education Stabilization Fund — a joint account with the Select Board capped at 2 percent of annual net school spending with a $100,000 minimum floor — and a Circuit Breaker reserve policy setting a funding floor at 75 percent of state reimbursements.

Finance Subcommittee members noted the circuit breaker account carried only $8,000 in rollover funds as of this year, and a $500,000 free cash allocation from the Select Board is on the town warrant to begin capitalizing the stabilization fund. Second readings and votes on both policies are scheduled for the April 29 reorganizational meeting, with the goal of adoption before town meeting.
