Planning Board · Meeting of October 27, 2026

WESTWOOD — The Planning Board adopted new earth material movement and solar design review rules on a 5-0 roll call. Chair Ellen Larkin Rollings presided. Staff added language to the solar rules letting the board require a performance guarantee or bond covering "removal and disposal" of freestanding solar facilities.

Director of Community and Economic Development Nora Larkin said staff are drafting data center, housing overlay and Access Approval Overlay District warrant articles, aiming for a Dec. 15 hearing. Staff also proposed amending Section 6.6, the noise bylaw, citing complaints from the Willard Circle neighborhood near the Beth Israel facility. The board continued its hearing on remaining rules, including University Station.
